Nice title!
To have galvonic corrosion you need to have a complet circuit which would allow the current (electrons) to flow.  The salt water is reasonably conductive and could cary current to or away from the strut but then you would need to have another path to allow the excess electrons to leave or provide new ones.  If the metal is isolated then there is no return path. Fiberglass is an excellent insilator chosing to keep all of it's electrons for it's self.  High quality ladders that are used any where near electric wires are made of fiberglass.

So strut no zinc on your dink

Wouldn't the strut be subject to problems from stray electrical current
in the water even if it was not in contact with any other metal or
electrical part on the boat?

The zinc will corrode even without providing any anodic protection. If
there 
is no current path from the strut to any other part of the boat, the
zinc 
will provide no protection against corrosion on any or all parts of the 
boat, but it will corrode all on its own in sea water.
