[C320-list] Ensign Staff Size

I fly the flag from the flag holder and have the bilge pump handle tied to a
3 foot long length of red line and mounted high up on the side of the
compartment.  It is easily located in case of an emergency and is not going
to end up in the button of the compartment under whatever is stowed there.
The line is long enough to use the manual bilge and keeps the handle on
board if you get knocked around in bad weather trying to empty the bilge.
