It seems to me like the dowel is the easiest to do, try that and see if it
works for you, if it doesn't go to one of the other solutions you
mention..

Since many of us have problems with the jib sheet jamming on the deck
where
the shrouds go thru the hull what solution do you recommend?
a. Have a toggle that actually fits the chain plate, with a much
shorter clevis pin to match.
b. Use a wood dowel and jam under the plate and cover with
rigging
tape.
c. Simply use a vice and make the toggle narrower then put on a
1" pin
d. Other factory fix.
