[C320-list] Hull Serial number

I believe I've read that manufacturers are also required to put the HIN 
in a second location that is not obvious, potentially not inspectable 
without some destruction, and that they keep secret.  That's to make a 
hull traceable by the law enforcement authorities even if the external 
HIN is altered.
