To get the water out of the hot water tank that is left in below the drain 
shutoff, I purchased 1/4 in. "outside" diameter clear tubing.  I pushed 
about a foot of tubing up into the open drain valve and left about a foot 
out. Then opened the pressure relief valve and sucked on the tubing until 
the water began to flow, and just siphoned the rest of the water out of the 
tank.  Any puddle left in the tank cannot do any damage.
