You don't pressurize the water tanks, you just blow out the lines.  

Your 250 PSI pump doesn't have the capacity to blow these lines. 
Although it can reach a high pressure, the actual air flow through this
type of compressor is minimal (that is, it has a low free-air
capacity), and you want a lot of air flow with little (if any) pressure
(well, perhaps up to 5 - 30 PSIG).  The blow end of a shop vac will do
the trick.  The other way to blow the lines is with a pump with an
accumulator tank.  That way, you will get a good volume of air flow
from a relatively low free air capacity pump.
