No one is saying that the commodore should not be present at the meeting that they preside over. Only that they shouldn't be required to be there to be elected. In any event, it sounds very much like you  are politicing, Dick. What's your agenda?

My read is this.

The commodore must chair the annual face to face board meeting, present a
budget for the next year to the annual meeting and moderate the annual
meeting.  This is the only gathering of the membership and if someone cares
about the association they need to be present at the annual meeting/
regatta.

Attendance to the Ragatta should not be necessary.  This  is a big country
and face to face meeting is not a possibility to staff this  organization.
