I plan to epoxy it on AND add screws as a decorative touch...

You would really have to fibreglass the board into the boat to comply with
the USCG description.  Bolting or screwing a board on would not show if it
had been altered.  Another way to do it is to place stick on lettering on
some fibreglass part of the boat, possibly in the rear cabin, then place a
clear coat of fibreglass over the lot.
