Jon,
You can get welders to come down to work on your boat but the cost usually goes up rapidly that way.  Also after they are done they usually fille the weld down and polish it so that it looks good.  While SS is usually alow to rust the little filing if not removed will rust rapidly and stain the fiber glass.

To "fit into our slip" we had to take the pulpit of and bring it to a fabricator to have it shortened.  It was not a very hard job, in fact it was easier than doing one of the stand alone stachions. Hbopefully the Pushpit is similar (?) In that there are plates in the fiberglass with threaded holes so there are no dificult (i.e., impossible) to reach nuts.  
The wires are usually much longer than they need to be so you just cut them and used crimp connectors to re-attach when you get it back.  Best if you use a marine connector asd they usually have heat shring seals with an adheasive toi help make the connection water tight.
I wonder if your weld is failing because it was not made right or if it is under a lot of stress?  If the later you may want to very carefully measure the distance between the bases where they attach to the boat before you remove it  and ask the welder to try to match.

I'm hoping someone can offer an alternative to what I'm afraid the answer will be to this problem: I noticed that one of the aft stanchion's weld has begun parting from the base. About a quarter of the circumfrance has parted. It is the starboard stanchion that is closest to the boarding ladder. 

Does anyone know a a way of addressing this without removing the entire starboard side pushpit setup and of course the added complication of the stern light wiring? If I have it spot welded in place I believe I will have goo for a stern section...any ideas would be greatly appreciated--
