 I have experienced this problem.  If you tighten up the out haul prior to
putting in the reef, it will help flatten out the sail a little.  I think
the problem is that there is too much friction with the line around the boom
so that as you tighten up the reef line, the loop of line tied around the
boom does not slide aft in order to flatten the sail.  What you need to do
is place an eye strap under the boom far enough aft and tie the loop of line
through the eye so that when the reef block is at boom level, the sail if
flat.  I think the eye should be placed at a 45 degree angle to the reef
when the block is at boom level.  This way half of the pressure is pulling
the sail down and half the pressure is pulling the sail aft.  This way you
have more control over the amount of draft in the sail.
