Pat:  The Maxwell is plenty strong should not have any trouble at all 
with that combination unless something is wrong.  Have you serviced it?

Another thought:  Is it possible that you are using the windlass to move 
the boat rather than just the ground tackle?  The windlass isn't 
designed to pull the boat horizontally, but rather only to pull the 
ground tackle straight up from the bottom.  It's important that you use 
the boat's engine rather than the Maxwell to position the bow over the 
anchor.
