No glow plugs and air is cool/cold?  Pull out the engine cut-off (fuel shut-off) and crank the engine for maybe 10-15 seconds.  Turn on fuel and attempt start again.  Cranking the engine w/o fuel will heat the cylinders, hopefully, enough to help the engine start.  Do not crank for more than 30 seconds without emptying the lift muffler.
