[C320-list] Wiring and power on old 320

What is the problem?  The motor wont crank or it cranks but wont start?

On #223 the wiring goes from the batteries back to a floor rib at the approx

location of the panel and then across the floor to the panel. I would check 
the lugs for corrosion with ammeter. I would doubt the wire is too small.
