Sam, 

No need to drill holes.  Ask Catalina to send you bolts long enough to go
through one of the existing cleats and a new cleat (or pick them up at the
hardware store) then bolt the new cleat to the side of one of those on the
companionway side - much easier than drilling holes.  I added a cleat to
each bank this way - one for a second reef and one for an outhaul.
Others have done it this way and it seems strong enough.

Are the two banks of cam cleats on the cabin top mounted on aluminum plates?

Is there sufficient room to add another cleat on each side of companion way
for preventer lines?
