I had the same thing. In my case it turned out to be a cracked check valve
on the outlet of the water heater. It was very flimsy and I replaced it with
a more robust version. Might be worth a check.

We recently returned from a 12 day cruise. Our fresh water pump was
cycling on every few minutes if we left the breaker on. There were no
faucets turned on, and we checked the aft outdoor shower -- no leaks there.
The bilge pump was also cycling on occasionally. After some inspection, it
looks like the hot water tank is leaking from the bottom. There is some
rust evident in the lower right corner. Has anybody had this problem? Did
you replace the tank, and if so, what kind of project is this?
