How hard is it to move the gear shift when you want to put it into or out of gear?

On occasion, at idling speeds, the transmission will jump from neutral into gear, both forward and reverse. Is this a linkage adjustment problem or something more serious? I believe it's a Hurth transmission coupled to a W-beke engine. Any information would be appreciated.
