Thanks for the suggestions.   I had a diver clean the bottom and especially
the prop.  RPMs right back up to 3650 at full power.  Eng. Temp back to
normal.   I wish boat problems were all so simple .  .  .

I concur with Chris. I had the exact same problem (could not develop 3600
rpm). Also was running hotter than usual, but then again our river is
currently 85F. Cleaning the prop of barnacles solved both problems.
