Kurt,

The 'correct' way is to lift the tubes and silicone. However having done that once, I tried to cheat a little and it worked. I used 'Cap'n Tolley's Creeping Crack Cure' to seal around the top of the tubing and the flange. I've used this stuff on various things in the past and it works amazingly well--especially good on sealing hairline cracks in the gel coat so you don't get delamination. I also put Silicone in the openings from under the deck (aft cabin beneath the steering quadrant cover) where I could see any gaps.
The problem with pulling the tubes is making sure you don't do any damage to the coil of wires in there...Good luck...
