That was me. The quadrant was covered in rust. I removed it to start brush
offing the rust and the thing broke apart in my hand. It was the rust
holding it together. I now have a hose draining to the bilge.

Hello,
As a suggestion, Under this emergency tiller deckplate, there's a drain.
You could hook up a piece of drain hose to this and possibly plumb that
into the aft scupper drain lines.
As it stands, any seawater/rainwater that leaks in there will drip on the
steering quadrant. Since the quadrant is made of aluminum and has SS
steering cable can corrode pretty easily in a salt environment. I believe
someone found this out a few years back.
