Jim, can't help you on the filter problem. Is there any possibility of raising the mounting even 1/4 or 1/2 inch? Would moving it forward a few inches give you more depth in the bilge?
it's likely that fuel could contribute to your starting problem. Managing diesel fuel on a sail boat is like sensitivity and understanding in a marriage: you can't ignore it for years, then take steps to improve and expect instant results. Unless, of course, you divorce your fuel and that means completely removing the fuel, cleaning out the tank, and start fresh. Lot's has been said on this list about fuel. Search the archives for all the good information.
I've not had a fuel problem myself. I started using Startron last year and stopped using BioBor and stabilizers. In addition, I add a measure of diesel additive that improve lubricity and cetane rating. I've not heard a bad thing about Startron and I'm sure the list residents will want to hear how this may have helped your problem.
How many hours per yr. do you run your engine, and how often do you use your boat? Some people who slip close to their sailing grounds might not put more than 50 hrs./yr. If that's the case and you use the boat infrequently, you may not be getting sufficient change of fuel, and natural mixture from use. Some have installed a fuel polishing system that will keep the fuel mixed and filtered. I've heard of running a polisher on a timer so the process is constant.
Your 1997 probably has a Yanmar. I understand that older Yanmar did not have glow plugs. Here is something to try to improve starting:
1- With the fuel shut-off, crank the engine for about 5 seconds (this will warm the cylinders by virtue of the high diesel compression and start lubrication)
2- Quickly, turn on the fuel and crank again (if pre-heating is your problem, the engine should start within a few seconds)
Of course, avoid cranking for more than 20 seconds without draining the muffler.
As a final note, I presume you are changing fuel filters at least annually. A clogged filter may increase the vacuum pressure in the line and make it difficult to start.
