[C320-list] Wheel lock

Phil,

I think you're right. It's more of a BRAKE. I can never get it tight enough 
to prevent turning the wheel by hand but it stops the rudder from moving as 
far as I can tell. The only time I really need it is when I'm hove-to since 
the autopilot usually steers anyway.
