[C320-list] Rope Clutches on 1995 C320?

I am not sure if our clutch problems were the same but the results were -
the halyards would not stay put.  We have Garhaurer clutches on our C-28.
We removed them in November several years ago and sent them back to
Garhaurer and they repaired them for free.  We re-installed them in the
spring and they worked fine.  We were very pleased.

The rope clutches we use for the mainsheet and the main halyard will not 
stay flat forward and allow the lines to run free.  One of these clutches is

in a 3 clutch unit on the port cabin top and the other is in a 2 clutch unit

on the starboard cabin top.
I suppose it is just old age since the boat is 13 years old although litely 
used until recent years.
Has anyone experienced this problem and found a repair or replacement 
solution?
There is no brand name or mfg'r noted on the units.
