Again, each situation is a little different.  Our main pier where my stern 
lines are is relatively high.  The outboard pilings are high enough so one 
can place the bow lines any place.  By crossing the stern lines, I plan for 
the full range of water variance without having to adjust lines.  I figure 
lines have to allow boat to go down 4-5 ft. (on the bottom at that point) 
and up 8-9 ft. for hurricane driven tides.  In the conditions where the 
water is really high, one can't get on the boat in any case because the boat 
motion is violent, the finger pier is under water, and even if they did, 
it's doubtful they could do much controlled adjusting of the lines in the 
high wind. So while the outboard lines (bow lines in my case) can't be 
adjusted, the stern lines are tied to a piling and cleat on the main pier 
(with line eyes on cleats on boat), and one can adjust the two stern lines 
from a stationary,steady pier, if needed, until the main pier is covered. 
Then, there is no line adjusting in any case as there is too much danger of 
the adjusting person being swept away.  With a low pier, narrow slip, and 
people willing to attempt line adjustment, I can see Warren's situation, but 
in my case, the arrangement I use seems better and allows some limited 
adjustment after the boat cannot be boarded.
