[C320-list] Water tank inspection cap/port

Martin:

Yes, the cap should be removable.  However the previous owner may have
sealed it with a silicone or plumbers putty or something similar.  Ours
was sealed with silicone tape to keep them from leaking when heeled over.
 After clean out I use the silicone tape to reseal them.
