[C320-list] Black Smoke

My Perkins engine emitted black smoke and eventually did not deliver more than 1500rpm at wide open throttle in gear or neutral.
Idle quality was good.
Checked drive shaft - free; propeller - OK; no air intake restriction. adjusted valves.
Checked connections at fuel injection pump and checked throttle movement several times.
Restarted engine and rev'd engine to wide open throttle in neutral - now 3600rpms. Went for a cruise at wide open throttle for 15 minutes - now 3600 rpm and no black smoke;
What gives?
Any suggestions?
