You might call Catalina to see what they suggest regarding the steering. 
    There was a thread a while back on this list about how the newer 
boats had less steering range than the older ones, and that this was how 
they were coming from the factory.  Alternatively, check with the local 
dealer.  In Annapolis that's Sail Annapolis.  I don't know if there is 
another dealer on the upper Chesapeake.
