Batteries should NOT be charging with the engine off unless you throw 
the charger switch on the AC panel.  (Assuming you don't have solar or 
wind charging as well, that is.)  The AC side of the charger circuit 
should be protected by that breaker, and if it isn't I would not plug my 
boat into shoreside power.  What makes you think it's charging?  Are you 
seeing more than 13v on the batteries while the fridge is running and 
the engine is off?
