There are so many variables to consider:
1. Is the through the water or over the ground speed?
2. Are you going with or against the current?
3. How clean is the bottom of the boat and is the prop fouled with  growth.
4. Have you checked the accuracy of your tach?
5. How loaded is your boat. Full water and fuel tanks.
 
I have the same configuration as you and at slack water at 2800 RPM I am  
running about 6 knots. If I push the to 3200-3300 I can get 7 - 7.1 knots. 
These  are over the ground speeds as calculated by the GPS.
