Disconnecting the throttle cable at the engine is absolutely the first 
step.  I neglected this when I had a similar problem last year and spent 
several days trying to track down a non-existent cable problem.  When 
the boat was hauled I had a mechanic look at the engine.  The first 
thing he did was disconnect the cable at the engine and work the 
regulator by hand.  He told me it was too stiff and that this is a 
common problem on older Yanmars.  My recollection is that the fix was to 
replace an O-ring in the lever assembly, which apparently wears out over 
time and causes binding.  It was not an expensive repair, at least not 
compared to all of the other boat units I dropped at the same time 
getting my batteries upgraded, water heater replaced, etc.

BTW, in my case the stiffness added a second symptom, namely that the 
engine did not want to throttle all the way back to a proper idle. 
She's been idling much better since this fix.
