Thanks.  I should be able to test that by being sure all the fixtures on
that side are off or by removing the lamps from them.  Everything is tight
on the ground terminal strip, so it would have to be a break somewhere
between the starboard fixture in the v-berth and the ground strip.

Spot on Chris. If you lose the return ground leg Chris, then the 12 volts
applied to the lights (if one is switched on) energizes the return leg
without lighting up the light because current can't flow. Trace the ground
wire back to "home base" and clean off or reattach where ever it is loose.

There is a break between where you are getting a hot reading and ground.
