Getting to this thread late as I've been out of town.

My guess would be a hairline crack in the strainer on the suction side of  
the pump. Less forgiving to freeze damage than the tubing is.
Would account for loss of water from either tank (depending on valve  
position) and pump NOT cycling.
Of course, one should see the evidence of leakage as the water makes it's  
way to the bilge.

If the leak is on the pressurized side of the pump, I would think that
the pump would have to be running a lot to empty the tank in an hour.
I thought you suspected the line from the fwd tank so why are messing
with the aft one? The lines from the aft tank to the pump are readily
visible so any leak there I would think would be easy to see. Good luck.
