John, I have Hull #150 which is also a 1994 with the Perkins M30, so I
would guess we have the same filter and water separator. The drain valve
on the bottom I use to drain off water that collects in the clear bowl.
Fuel floats and water sinks out of the filter. You can drain out fuel if
you have the desire to do so. Only time I drain fuel is when I plan on
changing the filter. The steps I use are:

Shut off fuel supply valve at the fuel tank. You will need to get access
through the opening at the foot of the aft cabin. I believe it is
located on the top of the fuel tank.
Place a container under the valve and drain out the fuel until it stops
running.
Remove the filter and the bowl together.
Remove the bowl from the filter and clean the bowl.
Attach the bowl to the new filter. Be sure to follow instructions about
coating the seals with diesel fuel so they do not bunch up as you tighten
them together.
Reattach the filter and bowl to the fuel filter housing.
Open the fuel supply valve at the fuel tank. As the filter is below the
fuel tank, gravity will assist in filling the filter and bowl.
Open the drain valve with a container under the valve to catch any fuel.
If gravity does not start the fuel flowing, use the built in pump on top
of the filter housing. I believe it is necessary to open the bleed valve
on top of the housing.
John, if I have missed anything, I am sure you will hear from other M30
owners.
