Guy,
I was able to verify that the compressor only came on when I re-installed one of the thermostat wires. This is suggesting to me that the controller is working correctly and the likely culprit is the thermostat. I can see no adjustments or calibration opportunities on the thermostat so I assume it will have to be a replacement. According to the installation instructions I found on the web it is possible to replace the analog thermostat with a digital one. Any experiences with the digital one?

You can troubleshoot the thermostat by monitoring the voltage across pin C
and T on the electronic control unit while opening and closing the
thermostat. Do you have any documentation on the electronic control module?
