On Lake St. Clair my rating is:  base 159  add 6 for roller furling. That is 165 for fin keel, all racing sails, prop, etc. I believe the wing keels get 6 sec. credit.

local phrf ratings differ around the country.  The ratings ideally are supposed 
to represent the average performance of the particular boat over time in the 
prevailing local conditions. The California rating was 150 with additions for 
the wing keel and three bladed prop.  Here on Lake Michigan our rating is 156 
with the wing.  This year they have added 3 seconds for roller furling.   The 
base rating is a spinnaker rating.  Our jib and main rating or non spinnaker on 
Lake Michigan is 171
