First I'd try a substitute antenna.  Any marine band antenna you can  
attach to the radio will work.  It doesn't need to be up high.  If the  
radio TX/RX performance improves (at least on par with a VHF handheld  
unit) particularly with respect to the WX channels, then you have  
either a bad mast top antenna (probably), or bad connectors at the  
radio or antenna (possibly), or bad coax running up the mast (least  
likely).
