The filter I use on Hull 606 is R-15S. Did you bleed the system after you replaced the filter?

I have replaced the fuel filter on the engine and the engine will not 
start. I am going to replace the Raycor Filter. The filter on there 
now is the Parker-Raycor R15P. Is that the correct filter? Also, when 
I dropped the clear plastic bowl on the bottom of the Raycor filter, 
the gas in it was black. What is that a sign of?
