[C320-list] steering tight

Thanks for the suggestions.  Checked the sheaves yesterday.  They move
freely.  One is a bit out of line, but looks insignificant for this
issue. The cable gets tight when it loads the rudder quadrant.    I tried
adjusting the rudder stuffing clamp, to make sure it was not binding the
shaft, but it did not appear to make any difference in the resistance.
