I had the same problem.  The issue is that the older PYI shaff seals do not
have a vent nipple that allow for a possible vacuum situation where water no
longer is in the seal and you have a dry seal.  Burping the seal will
temporarily flood the seal again.  

A permanent fix is to get a new shaft seal from PYI that has the vent.
Installation requires that you remove the shaft from the transmission
coupling and run a vent hose from the nipple to 3 ft above the water line.
The hardest part of the job is getting the coupling bolts off and getting
the shaft decoupled and then coupled again.  I had to use a hammer to
reinsert the shaft.  You might have to remove the prop and use a block of
wood so you don't ruin the shaft hub.

I did the above and never had the problem again.
