Joe,
Since your on the hard you could use a garden hose with an adjustable ball-value 
to regulate the flow and pressurize the system.  The Yanmar pump can be weak and 
we tend to forget that when we're in the water we have close to 12 tons of 
displacement helpping to pushing raw water into the engine.  Use some plastic 
tubing inserted into your throughull, attach a hose barb to the ball-value and 
connect to your garden hose.  I regulate the flow to that of a bubbler, the less 
pressure the better.  I use this method to check and run-out the engine before 
we launch, when it finally warms up in New England.

Thanks for your responses. I inspected the impeller after I started it.  There 
are no missing vanes or cracks. There are no air leaks in the line.  I think 
water is getting to the pump because the large clear plastic filter in the line 
is filled with water. The boat is on the hard. I have the water intake hose 
disconnected from the thru hull and in a pail of water about six inches higher 
than the pump.
