Ours seems stuck too at times.  Just wiggle it and press down in the center of the hydraulic post to lower it.  You have to push it down with sufficient force to overcome the stiction of the hydraulic post (especially if it hasn't been used in a while).  Also eccentrically loading the post will also make it not want to move.
