I can manually operate the diaphragm, and it will move water out of the
boat. I didn't have a meter with me yesterday to check for voltage, but it
seems that either the motor has died, or it's not getting power.

No fuse I'm aware of.
The pump probably has some debris jammed in it.
It is very simple to remove the plate covering the pump chamber. Remove that
and you'll probably find a chunk of fiberglass or something that prevents
the pump from running.

My bilge pump has stopped running. Is there a fuse somewhere between the
battery and the pump or just the breaker in the panel?
