I don't think there is a substitution for sea time but I am not certain. 
I suggest you check with USCG National Maritime Center 888-427-5662. www.uscg.mil/nmc. I have worked with them & found them to be very helpful.

I need to renew my captains license (USCG Operator aka 6 pack) and I don't
ave enough required days of sea service. But there is an open book test
hat can be taken in place of the sea service. Has anyone taken that version
f the test? What is it like? Can it be taken at home or do I need to go to
ome testing center? Is there a time limit?
