In selecting your anchor, chain, rode, you might want to visit this link:
http://alain.fraysse.free.fr/sail/rode/anchor/anchor.htm
The difference between a 25 lb. and 35 lb. anchor of the same design is more
than a weight issue. The heavier anchor is larger and has more area to
resist the pull from the boat in the wind conditions. As I understand it,
the length of the chain (in the case below 15' or 30'), is more about
helping set the anchor by pulling the end of the shank parallel to bottom,
and giving some measure of chafe protection to rode from sharp objects on
the bottom. In low winds, you might not lift the chain off the ground with
the forces on the rode. In high winds, there will be sufficient tension in
the rode to pull it straight so that it does not contact the bottom, and the
weight of the chain, 15', 30' or more, doesn't really figure into the
holding power of the anchor. Also, in selecting the rode, it should be
sized to keep it within the working strength of the rode, which is usually
about 15-20% of breaking strength. (In helping set the anchor and for chafe
protection, I think 30' is probably better than either 15' or 20')
For those who want to carry a larger anchor for storms, the new Mantus
anchors easily/quickly disassemble into three more or less flat components
(6 1/2" bolts) which store well in the cockpit locker.
On my boat, I have a 33 lb. Genuine Bruce on the anchor roller, 22 lb. West
Marine Danforth type in anchor locker, and 35 lb. Mantus as a storm
anchor....20 ft. of chain/1/2 " nylon rode on Bruce and Danforth, 30 ft. of
chain/5/8" nylon rode for Mantus. But each will have to make his own
decision...I don't claim to have any great knowledge on the subject.

Art,
Any idea what is better-25# anchor with 30' of chain or 35# anchor with 15'
of chain? Weight will be about the same.
Thanks,
