Thanks for your specific troubleshooting details. It is working normally
again. Most of the issue was with the through-hull valve. Once I convinced
myself which position was actually open, the other issues began to
disappear.

How much air do the caps on the anti-siphon connections need to let in, if
any. Are the caps just for bleeding purposes and should be locked down once
water is flowing?
