I have this piece...  What does it do actually?

Is it just to keep "stuff" from falling out the back?

Unfortunately, I've lost the plexiglass/lexan Transome Insert that fits 
under the helm set. Can anyone tell me if there is a PN stenciled on the 
unit. Or better yet where I can get a replacment?
