[C320-list] fresh water pump

having  trouble with the fresh water pump.  Water in both tanks and I cleaned the filter screen at the pump. Still doesn't seem to prime. I've tried opening and closing faucets at the sink and the head. still nothing. Any suggestions?

I'm changing out the cables because the boat is 12 years old and I've noticed 
some resistance in the gear box cable. Edson recommends 5-7 years on the cables. 
I figure it's better to replace them now (at port),  rather than when they fail 
(under way).
