Sounds like your talking about the reefing lines, not the outhaul?

The outhaul line #851 is shown in the Charleston Spar Manual on the website. 
It goes up into the boom then thru a floating block and then the end is 
fixed to the boom(inside) some place near the mast. 
There is a line from a becket on the block that comes out the end of the 
boom for the outhaul. 

You can see this if you pull the outhaul line out of the boom and see the 
block and how its fastened to give a 2:1 advantage to control the main clew. 

Short of pulling the boom and and undoing the rivets at the gooseneck, I 
have no idea as to how to replace that line. 
I have not run across anyone who has done that on this list.
