Kirk is right the feed comes from the  ALT.  If you want to test the a tac take a reading at the ALT.  The TAC also has a fine tuning adjustment in rear.

Veethree has a set of instruction on line that you can download that shows you how to test teh TAC.

I believe the feed comes from the alternator, believe it or not.
