We don't have any plastic cover either. That was probably a later feature.  Our surveyor told us as long as the panel is closed and has a keyed lock the AC wiring exposer is not an issue. We even leave the key in the panel, if we had small children running around the key would be definitely out of the lock.  We don't give it a second thought, there is electricity all around us everywhere common sense is usually enough to keep you safe.

My boat, 2007, Hull 1107, C320 MK II has a clear plastic cover over the base 120V fittings behind the electrical panel. You might be able to get one of these directly from the factory. Seems like they would be happy to provide them if it is a safety issue with earlier boats.
