[C320-list] PHRF Rating

The Notice of Race for the event should indicate the governing body
from whom you get your rating. Perhaps it will be the Performance
Handicap Racing Fleet New England (PHRF NE).

Mine (Hull 690) comes from NC-PHRF and is as follows:
Base rating (wing keel)       159
Furler                                   +3
Jib @ 134.5% LP                 +3   (per measurements)
3-blade fixed prop               +18  (never enough in light air)
TOTAL                                183
